New €2.5 Billion Energy Upgrade Plan (Exoikonomo) for Homes and Small Businesses.

The Greek government has submitted a comprehensive energy efficiency program for approval by the European Union, targeting households and small businesses. The initiative is part of the Social Climate Fund, with a total budget of €5.3 billion.

A redesigned “Exoikonomo” program is at the core of the plan, offering €1.19 billion in subsidies to upgrade around 62,000 homes across the country. In addition, €930 million is allocated for replacing heating systems and water heaters, while €390 million will support energy upgrades in small business facilities.

The total package amounts to €2.5 billion and is expected to serve as the foundation for future initiatives, especially in light of upcoming EU regulations on building emissions.


The program includes subsidies covering up to 80% of costs for insulation, window replacement, shading systems, and other improvements. A key innovation is the option for beneficiaries to pay their share in installments through their electricity bills, in cooperation with energy providers.


This approach aims to reduce bureaucracy and increase participation, as providers may handle the entire process on behalf of customers.


Additional measures include:

  • 200,000 free Energy Performance Certificates (EPCs)

  • Creation of an energy support registry

  • Establishment of one-stop shops for citizens and micro-enterprises


Under the new EU directive, member states must reduce building emissions by 16% by 2030 and up to 22% by 2035, aiming for zero-emission buildings by 2050.
